In collaboration with the local authorities, the Municipality of Casablanca is organizing a broad campaign to liberate the public domain illegally occupied by cafes and restaurants. What prompted this decision? Which businesses are affected? Answers from Moulay Ahmed Afilal, vice-president of the Municipal Council of Casablanca.
In Casablanca, a broad campaign to liberate the public domain illegally occupied by cafes and restaurants is underway. It is within this framework that the agents of authority, supported by members of the administrative police and the auxiliary forces, carry out raids in several districts of the metropolis known for their traditional restaurants and their rows of cafes.
At the origin of this campaign, complaints sent by Casablanca residents to the Commune or shared on social networks, indicates Moulay Ahmed Afilal, vice-president of the Commune of Casablanca, in charge of cleaning. “Casablanca people can’t even find where to go, since all the sidewalks are occupied,” he says.
Following these complaints, the Commune studied the file for 6 months and discovered that several cafes and restaurants occupy the public domain without having a temporary occupation permit. “We therefore carried out this campaign in collaboration with the local authorities, who did a remarkable job, by proceeding, at the level of all the districts and districts of the city, to the release of the spaces occupied illegally”, explains Moulay Ahmed Afilal.
Before taking action, the presidents of the boroughs notified the people concerned, assures the vice-president of the municipal council. According to him, the Commune has not yet identified the businesses that occupy public space without authorization, that is to say without paying the tax on the temporary occupation of the public domain.
It will be understood, this measure does not concern the cafes and restaurants which pay this tax. The latter is set at 50 dirhams per square meter for category A cafes and restaurants whose operating area does not exceed 10 square meters, plus 70 dirhams for each additional square meter.
It is 40 dirhams per square meter and 60 dirhams for each additional square meter for category B cafes and restaurants whose operating area does not exceed 10 square meters. Finally, you have to pay 30 dirhams per square meter and 50 dirhams for each additional square meter for cafes and restaurants in category C.
It should be recalled that the Municipality of Casablanca is moving towards the amendment of tax decree No. 01-2018, which sets the duties, taxes and fees due to the budget of the Municipality of Casablanca, including the tax on the occupation of public space. This point, which was on the agenda for the October 2022 session of the City Council, has been postponed indefinitely in order to open “a serious dialogue” with the representatives of cafes and restaurants to “see how be managed the occupation of the public domain”, says Moulay Ahmed Afilal.
